P3111 BOM Not found

We have created a number of Bills of Material.  Each has the same setup with varying quantities on the single line of material that is added to the bill for each finished product.  There are no phantoms or intermediates.

When we use P3111 to Copy the BOM to a work order, we get an error message to say the BOM does not exist.   Yet when we click on the form exit for Bill of Material, or Bill Availability, the same application finds the BOM.

Any suggestions as to why we can see the BOM in one circumstance and not in the other?
