Oracle Database appliance - oakcli missing, problems with patching an DB deployment

Recently purchase an Oracle Database Appliance X6-2S.  Purchase included onsite install support but that is being schedule and management expected this to be up and running with in a few days.   Via console login I was able to set ip.  I can login to the web-based administration.   The documentation included in the box includes a URL to supposedly download the "Oracle Database Appliance Single Instance software bundle (SIB) "     (https://support.oracle.com/CSP/main/article?cmd=show&type=NOT&id=888888.1 )  However has patches but a little hard to figure out what would provide the DB install. 

System was shipped with Oracle Database Appliance Version: 12.1.2.8.0  (according to the web-based console.)
