P4116 no error if from branch/plant is blank in header and no error if no F record in detail.

Step to reprocess: 1. Go to P4116 input To branch/plant is WHK14 (leave blank in From branch/plant) 2. go to detail and input information as :-    Line#1  : From/To = T , Item number = RSC000002 ,qty = 5    Line#2  : From/To = T , Item number = RS0000001 ,qty = 5 3. Click O.K(save) Result: a system did not display any error and it create record in F4111 ,add onhand in F41021 for To branch, update average cost and create F0911 as inventory adjustment. Question: Why a system no error if from branch in part of header is blank
