R46171 not suggesting based on earliest expiry date but based on License Plate first then loose

We have using Warehouse Management 9.0 and Licence Plate. We have also tturned on commitment method 3 - lot expiration date. The system seems to be suggesting items of a later expiry date because this particular lot is on license plate. Is it due to the Movement Instructions that it goes by PL and then by KG?
