Payables Cloud 1099 e-File format (2016)

We submitted our 1099 test e-file to the IRS and it failed.   We think it has to do with the 'A' record. We are seeing A20161. For 2015 the trailing '1' was not present and the file processed as normal (A2015).

Has anyone else seen this behavior?  And if so, how did you correct?
