Oracle 12c upgrade slow performance on dictionary tables and views

I started with a 11.2.0.3 database and used the Database Upgrade Assistant to 12.1.0.2.

Any queries against the dictionary tables and views are extremely slow as well as any queries using database links.

I changed the optimizer_features_enable to 11.2.0.3 and dictionary queries improved but still much slower than on release 11.2.0.3

Anyone else encounter these issues ?
