Question regarding OSM DB Patches listed in "Recommended Patches for OSM Software Components (Doc ID

In the PDF which is attached to the KM "Recommended Patches for OSM Software Components (Doc ID 2170105.1)",  there is no mention of Oracle database 11.2.0.3.  We are currently on OSM 7.2.4.2.0 running against Oracle database 11.2.0.3 .

Is it necessary to apply database PSU 11.2.0.4 and any of the DB overlay patches? What are the risks of staying on Oracle DB version 11.2.0.3?
