Can't apply ESU in Change Assistant due to error ...

For JDE E1, Rel 9.1, Tools 9.1.5.7, Weblogic 10.3.5.0, Oracle DB 11g 11.2.0.4, all Windows Server 2008 R2 machines.

I receive a message when I deploy a ESU from Change Assistant on the deployment server that reads:

Error in Download and Deploy

Failed to complete pre-deployment step.

EnterpriseOneLibraryExecption:

Cannot proceed with Download and Deploy.

EnterpriseOne: Not Installed.

What's causing this message?  Where are the Change Assistant log files?
