FRM-40654 Error when trying to delete account Range

Hi

As part of some testing I have included one Account Range to the existing Budget Organization and when trying to delete it is throwing the error

Could you please suggest how to resolve this and delete the range?

Also if I have to include funds checking at more segment level .how can that achieved??
