Total Compensation Wizard Rate update giving error about budgetary control

We are on EBS 12.1.3 and HR staff are attempting to update grade ladder rates via Total Compensation Wizard > Grade Step Progression > Update Grade Ladder > Go to Task on Step 5 for Rates.  They are sporadically getting an Error at the top of the screen with notes "Your Budgetary Control action completed successfully."  One time, they had just gotten to the grade ladder screen showing its grade steps and the errors showed up.  Another time they had actually gone through and updated rates then Finished and the screen goes back to the list of steps for the
