View only form...active dff...is that possible?

We currently have the routing form as view only for many responsibilities. However there is a business need to have the DFF at the routing header active for updates. Is that possible to have that combination in play? Engineers don't want everybody to have access to operation steps etc...nut again there is value for us to have the DFF updateable. This needs to be at a responsibility level and not an individual user.
