Serialized IB Instance

I am experiencing an issue with customer owned, serialized IB instances where the users are using "generic" serial #'s.

The scenario starts with a product being purchased as IB trackable and serial # controlled.  The PO receipt occurs and the IB instance is generated with the serial # as inventory owned.  The product is then sold to a customer and the IB instance is transferred to customer ownership for that customer.

The problem occurs when another PO is generated for a new purchase and is receipted.  The receipt is allowing the previous serial # to be reused, and in turn causing the active, customer owned instance from above to be changed back to inventory owned.  I realize the users shouldn't be using the "generic" serial's multiple times.  But, I expected that there would be constraints in place to not allow this to happen.
