Invalid Tax ID - R060116P

I have a record in the R060116Z whose SSN matches a Vendor record in the Address Book. (we are hiring an individual who was formally a vendor) The AN8 in the Z file is the same as what is in the Address Book.

When the R060116P is ran the report shows "Invalid Tax ID".  Removing the SSN in the Address Book does not help.  The SSN is a legitimate social and there are no extra spaces.  Any ideas what could be causing this error?
