form background does not contrast with group box

JDE 9.1 update 2, Tools 9.1.5..5  (on AS 400 DB2)

creating new forms (find browse, headerless detail, header detail): the background of the form is white, as a result when a group box is added there is no contrast and the group box does not standout.  In the printscreen attached, form 1 shows the issue; while form 2 (form I created in 8.12) displays correctly.  Other developers in my department have created forms that display correctly.  I've tried using a different Development client (VM based) with same result.
