How do we fix Expense Report where Report Description is null

We have encountered a situation where an Expense Report has been submitted with the Report Description missing.
In both classic and fluid versions if I try to create a report header without a Description I get a red field is required message for this field so have been unable to successfully replicate the error.
However, if the report is missing a header description (EX_SHEET_HDR.SHEET_NAME) I can via the Fluid pages submit the report - at 017 this field is obviously not checked at submit, may have changed since rewrite at 019 - but if try to submit via Classic will get an error that needs fixing.
