Why does plan_sequence increment differently in Admissions vs Student Records

Our university has been having issues with plan_sequence incrementing differently in ADM_APPL_PLAN and in ACAD_PLAN, please see below. Is there a reason why was done this way or is this an error? BTW this is DEMO so this is a Peoplesoft code.
