Transaction condition in profile rules

Hi,

We are implementing 11.2.4.

I am new with profile rules and I see that we can use profile rules such as auto-submit and auto-approve with conditions based on transactions.

Isn't this functionality contradictory to have rules based on transactions added by user. If we have set an auto approve and auto submit rule for a rec based on transaction as a filter, then does the auto submit rule work AFTER the transaction has been added to the rec? If that's the case, then it's not exactly auto submitting as the user is going in and performing adjustments.

Could somebody please an example of when auto submit and auto approve rules can be used for transactions??
