W2 Printing with Incorrect Locality Name (Box 20)

Per the R07885 (Print Laser W-2's 4 part) Program, Box 20 is generate through the Desc (W2DS) field of the F07831 (Employee State/Local Control Table) which is the description of Tax Area/Type from the Tax Area constant (F069016).

I have the following documentation:

- an export of the F07831 showing that the Desc field has been populated correctly from 2012 to 2016 with the value of 05, but in 2016, it is now populating 22 which is incorrect.

- an export of the F069016 showing that the Description of the M and N tax records for Work Tax Area 390095043 is BEDFORD (or PSD code: 05).
