Question on Project Roles

We follow Bottom up approach. Where we add roles to Tasks and then click on Create Team Roles, it will create requirements and once staffing manager approves the same, the employee is hard booked to the Project.
Problem Statement:
We have a Task 1, where project manager added a role of Surveyor.1 to this task , created team role and requested staffing manager to hardbook a resource Mr XYZ to it for 100 Hours. Resource is assigned. Now Task 1 shows this employee with the role Surveyor.1 for 100 hours on workplan. The duration of this workplan is 01-JAN-2017 to 31-JAN-2017.
Now we added another task on 14-JAN-2017 ( Task 2) that started on 15-JAN-2017 and ends on 31-JAN-2017. Now the project manager wants to assign the same employee Mr.XYZ to this Task working to work on the SAME role Surveyor.1 but with extra 50 hours. So he created a role request again by choosing a role of Surveyor.1 as the cost rate should not change. Now when he created team role and staffing manager tried to assign the same person to this role, it ended in an error saying that this employee is already assigned to the project on this
