Different responsibilities creating manual instance- 1 creates a service contract and the other does

We have been using "Oracle Installed base User XX" responsibility until R12 upgrade.

We have on our items with BOM which includes a warranty to create a service contract automatically when the IB is created.

The "Oracle Installed base User XX" (old) responsibility DOES CREATE the contract when we create a Manual installed base record.

However, I have another responsibility "Oracle Installed Base AGENT User XX" which, does not get a contract when the IB record is created manually. We are using exact same data. Item, customer, org etc.

I have verified the following profiles for the 2 responsibilities are the same for each resp.:
