Getting "Css Error in constructor. All subsequent functions will fail" in ohasd_orarootagent_root.tr

Hello,

we are getting "Css Error in constructor. All subsequent functions will fail" in ohasd_orarootagent_root.trc after patch rollback in Oracle Database 12c Clusterware Release 12.1.0.2.0. Have anyone experienced this.  Can you please share you thoughts on how to fix it.
