Processing Constraints logical issue

Hello all,

My client is using 12.2.5.

I have a requirement to block a certain responsibility from preforming any changes on all order types except one order type, but in addition to have the ability for this responsibility to update the "Deliver-To Location" field across all order types.

I was able to accomplish the first step using Processing Constraints (IF: Order Type <> "Miscellaneous Sales" THEN: Don't Allow Updates for "Warehouse User" responsibility), but I'm not able to connect both requirement parts of the request.

Any idea how can it be done?
