session agent groups not listed

I have two new 4600 SBCs. I am running Version: ECZ7.3.0 Patch 2 (Build 75) on one and Version: ECZ7.3.0 MR-2 Patch 4 (Build 235) on another. Both I am not given the option to add session agent groups under the session router section.  What am I missing?

% command not found
