Campaign thread Branch out: IRS Rejection Blank K Record?

We are on E1 9.2 - when I ran a test of the Electronic Media export file with the IRS I received an error "Invalid State Code" on the 'K' records.  It was caused by a Blank value in the UDC 04/ST.  I removed the blank value from the UDC and re-generated the F04515OW.  The file status on the IRS FIRE TEST system is GOOD.  Will we have other issues now that the blank value has been removed from the UDC 04/ST?  Or is this UDC ONLY used by the 1099 process? 

What I find interesting is that my previous employer (on E1 8.11) also runs the 1099 AP Method, they have blank as a valid value on UDC 04/ST and they did not have 'K' records with blank state values on them.  What else may be causing this issue for us?
