Is the Credit Card Auth Reversal feature available in release 12.1.3?

In Doc ID 1377743.1, it introduces this new feature in Release 12.2.2:

Reverse Credit Card AuthorizationYou can now completely reverse the existing credit card authorization and re-authorize the order/line with the current data on an order/line.  This new capability in Order Management is built upon the recently added credit card authorization reversal functionality in Oracle Payments.

Just curious if there's any patch to backport this feature to Release 12.1.3?
