R42520 Creating Record Reservation and Not Updating Order

I'm looking for guidance here as I've not seen this occur before.  I've also logged an SR for tracking.  We have lot controlled items that we pick that are not hard committed at the time of picking. However, we do have some parts that are committed to a different branch using the inventory commitment preference.  It seems that if I have the Processing Tab Option 1 set to 2 and Option 2 set to 1 on the R42520, it creates a record reservation and does not update the order.  I'm not seeing this behavior when I'm hard committing.  I've search
