Content Management in Siebel

Is there a way to manage content in OOB Siebel with large text like disclaimers, instructions with hyperlinks etc which can be changed at run time without outages? I can create a table with a column of type CLOB or DTYPE_NOTE and create a view to administer but wanted to know if there is any out of box screen I can reuse for this purpose.

The closest thing I've found is 'Solutions' in 'Catalog Administration' screen but it can accommodate only 2000 chars.
