Synchronize Territory Assignment Rules Program

Our customer support function is 24x7, and we find that when we run the STAR program, new service requests or tasks get assigned to our Catch All territory.  In attempting to minimize this problem, I have a couple of questions.

1.  Is it true that I only need to run the program when I make structure changes, and not resource changes?

2.  Are there specific changes that would require me to run the program in "Total" mode, rather than "Incremental" mode?
