JL24105 / SAR 24447840 R07136 still not working after applying ESU?

We applied JL24105 and are still experiencing the issue described in the symptoms of SAR 24447840.  Is anyone else having this problem too?  we are JDE 9.0

R07136 DOES NOT REPOST PA ACT 32 DATA PROPERLY WHEN F06166B DETAIL IS MISSING 
R07136 (Repost Tax Ledger to Tax Summary - F06166 to F06136)

CAUSE: The reported issue was caused due to the R07136 repost UBE attempting to prorate resident records when rebuilding the F06136B data in the Re-create Tax Summary (F06136B) for TCD Group Section of the UBE. Extensive changes were made under previous Bug 22991257 that included conditions to control when work tax records were prorated when the F06136B data was recreated from tax ledger data (F06166B). However the changes made under the previous Bug did not account for controlling the prorating of the resident tax records.
