Oracle 12c: Is the UNIFIED_AUDIT_TRAIL view accessible by users other than SYS?

Hello,

I'm wondering, are there any users that can access the UNIFIED_AUDIT_TRAIL view? Specifically, are there are any such users that can connect to an Oracle database without "as sysdba"?
