How transaction_id assigned to transactions in mtl_material_transactions table?

Hi All

i have a case happen for an item in one organization. the case is i have 2 transaction_ids ( for example 001 and 002) the creation date for 001 is 01/05/2016 (MM/DD/RRRR) and transaction_id 002 with creation date 01/01/2016!!!

Do anyone have explanation for this?
