Transfer Activity Rules Do Not Exist error for New user

Dear,

I created a new JDE user with Developer rights, when he trying to check out or perform any OMW activities any object then he is getting Transfer Activity Rules Do Not Exist error. I OMW Owners I gave him PVC 06 rights but still the same thing.

When I gave him SYSADMIN role just for testing purpose then the user can perform all the OMW activities.

Please assist.
