Oracle Enterpriseone JET Application - Do you need any license to build or deploy?

We are currently in process of 9.2 upgrade and trying to understand the licensing we would need inorder to use any new features that come with 9.2. Our understanding is clear on one view foundation license but would like to know more on JET applications. If we plan to modify or build custom do we need any license?
