All UBEs are submitted to an wrong E1 server

Started 4 weeks ago, one of our 5 JDE  (E8.11) web servers submits any UBEs to an wrong E1 server (E1_3) while all other 4 web servers are as normal - running UBS in (E1_1). OCM UBE server mappings are checked as good , no changes. Having also compared the JDE.INI and JAS.INI among the servers I see no signs, or any changes. Having also cleaned JDBJ web caches I have no lucky so far.

Can anybody help? where should I look into this issue?
