Transportation ship confirm for purchase order error

If I read things right I can disconnect the P4915 Ship confirm from the P4312 on an inbound shipment. This is done by turning off processing option 13 on the P49645. But I keep getting the 072A not all lines ship confirmed error. Is there other setup required.
