Applying AD 12.2 merged patch and  worker fails on ORA-06512: at "SYSTEM.AD_DDL"

Merged 10117518 and 22742061 and applying for the upgrade. Worker fails with the following:

Driver failed on worker fro adctxpkg.sql:

declare

*

ERROR at line 1:

ORA-01403: no data found

ORA-06512: at "SYSTEM.AD_DDL", line 2150

ORA-06512: at line 215

I tried running the adctxpkg.sql from the command line and get the same error. The last time I did the upgrade, just to go through the process, I had skipped this but cannot recall if Oracle suggested or not.

This is E-Business 11.5.10.2 RUP7 to 12.2 then 12.2.5

Database 11.2.04

OS is Solaris SPARC 64
