Multi lingual website using webcenter site with mutltiple template

We have around 25/30 different types of pages. So we are using different templates for these pages. How to achive Multi lingual in our case. The website has English and Arabic version and Oracle doesn't support auto translation of assets to Arabic.

So we are create different template for Arabic as well.
