EM13.1: Monitoring Templates - Anyone have sync failures?

A few months ago I opened a SR and raised bug#25203575. No progress has been made on Oracle's side and they are unable to replicate the issue internally. Before I raised the issue, I was unaware for some time that my template collections were failing to sync to my targets within administration groups although, applying a monitoring template fails regardless of being part of an admin group or not. I installed EM 13.1 as a brand new system. No upgrade was performed from a prior version.

Anyone else using EM 13.1 have failures when syncing monitoring templates? You can find the information out by going to Enterprise > Monitoring > Monitoring Templates and looking at the Apply Status region on the top right.
