Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. How can we restrict users from creating a single base commit record

Understand the base commit is a multiple record instance type BP.Is there a way to restrict users from creating more than one record.
