Error while creating a classic hyperion planning application

While trying to create a classic hyperion planning application, I am getting the following error: An error occurred while creating the application. On checking the Planning_WebApp.log, I am seeing the following details.

com.hyperion.planning.HspRuntimeException: Unable to connect to the relational database.
Verify that the relational database is running and check your network connections.
