Manual Modifier Behavior with Buckets

We are currently using a manual modifier for certain items that we keep on the price list at $0.  When the $0 price comes up, the users just key the correct price into the unit selling price field and the manual modifier is applied.   New requirement is to include manual modifier pricing with promo % off discounts.  It seemed easy enough, I just set QP: Allow Buckets for Manual Modifiers to Yes, added a bucket 1 to the manual modifier and made the promo bucket 2.  The problem we have is that the users can no longer key the manual
