Query only form for customer item and customer item cross reference

HI We are using EBS version 12.2.4

I am trying to make query only version of the customer item and customer item cross reference function.

I copied the maintain function and add the parameter QUERY_ONLY=YES.

However, when I tested, I am still able to create one. Is there a way to remove the new button on the customer item and customer item cross reference function other than personalization?

Please advise. Thank you very much.
