Disable an item in the value-set (major & minor)

Item Category includes major and minor value-set. If there are items that business wants to disable - then we check the transactions against it. What all places need to be checked?

Could anyone please advise what would be drawbacks of disabling an item in Oracle? or Is it allowed?
