JDE 9.2 Job cost: how does the OCA (Open commitment ) is calculated on JSI screen?

We ran into an issue where looking at the JSI screen shows open amount on jobs whereas the drill down into the job for the "commitment inquiry" row exist correctly shows zero amount open.  We are working in a 2-way match environment (purchase orders are matched with invoices only no receipt processing).  Does anyone know how the "OCA" column is calculated as to where it get its data from?
