I am using OEM Cloud Control 12c on Windows env and have many production databases with physical standbys.  I created the physical standbys manually, so have not used Data Guard Broker.  Now I am trying to use the Add Standby Database: Select Existing Standby Database option in oem but it keeps failing in Step 1 of 3 after I try and log in:

Unable to retrieve standby database properties from the repository.  Ensure the monitoring credentials are set correctly and that the database status is up.

the database is a physical standby and in mount mode not up, so not sure how to get past this screen.
