How to remove resource name from list?

Hello,

We want to remove the CONTRACTOR & CONSULTANT below, so it does not appear in the LOV, and users do not select it. 

Most of the items in the LOV match expenditure types, but the CONTRACTOR & CONSULTANT matches an expenditure category.  I assume the resources are expenditure types and categories.

We looked everywhere we can think.  How can we remove this item from the LOV?  This LOV is the resource when one adds an item to a budget or forecast.
