Work Orders at 99 status still generating dependent demand in MRP-what's the source of this demand?

We're trying to identify the source of "noise" in our MRP planning (R3483).  We're running into a situation where we have "ghost" raw materials requirements that appear to be coming from work orders that have been closed but where we either produced less than order quantity or ran into manufacturing issues and did not complete the job.  I was under the impression that MRP was looking at the work order status and not operations or open quantities-is that not correct?.  Is there something else that would be driving the dependent demand?  We're on 9.1 using process manufacturing so WO's contain
