R12.1.3: How to import Expenditures to Projects only, don't want the cost going to GL

We're on 12.1.3 and we want to enter project expenditures to projects that have already been accounted for in the GL. We want the cost to go to the Projects module and stop there.

I had thought there was a way to do this but can't find it.
