Inspection Required - - Supplier/Item Control

Looking for some advice or guidance as to how it would be possible to require inbound part inspection based on a combination of Supplier and Item number.  I know there are Item Master level and Supplier level setting to require inspection, but I want the ability to set this based on a combo of Supplier & Item. 

Example - - Based off of the risk being low, the detectability being high, and the suppliers performance - I do not want to inspect it anymore...But if the item is to be moved to a new source it would need to require inspection again...
