'Repeat as header row at the top of each page' not working

I am trying to make the BI Publisher to repeat the group level headers when the detail flows into the next page.

I have the group headers in a table and have selected the table property 'Repeat as header row at the top of each page'. But it does not repeat the header on the following page.

Version - 11.1.1.6
